Now this is something I have never seen before. CallTell is a new tweak that was released onto Cydia which alerts you of who is about to call you or who is about to send you an SMS before it actually appears on your phone. Remember Infinidock and Infiniboard? Cool tweaks that allowed for endless app organization. Infinidock extended the dock and allowed you to horizonatally scroll through and endless amount of apps.
