Use total commander (google it) with the T-pot plugin (google it) to tranfer the .theme folder onto your iPod Touch. Have you ever transfered files over before?
Also, maybe check whether or not it is on Cydia first.
And then transfer the .theme file included in the download onto your iPod touch in the folder /var/stash/Themes.xxxxxx (xxxxxx will be some random numbers).

You need to SSH the .theme folder in to your themes folder on your iPod Touch.

yea i checked cydia and its not there and i havent transferred files before
